Ask either option one question before signing: do I own what you build? The right answer is yes. Code in your repos, tools on your accounts, no dependency on the vendor to keep it running.
When to pick which
Pick an agency when the program is large, spans many teams, and is clearly specified enough that coordination overhead pays for itself. Pick a solo operator when you want one measurable problem solved fast, at a flat price, by the person you actually talk to. You value owning the result over renting a bigger logo.
